Stick or Carrot? Asymmetric Responses to Vehicle Registration Taxes in Norway

چکیده

Abstract Vehicle registrations have been shown to strongly react tax reforms aimed at reducing CO 2 emissions from passengers’ cars, but are the effects equally strong for positive and negative changes? The literature on asymmetric reactions price changes has documented asymmetries everyday goods not yet considered durables. We leverage multiple vehicle registration (VRT) in Norway estimate their impact within car-model substitutions. stronger cars receiving cuts rebates than those affected by increases. corresponding estimated elasticity is − 1.99 VRT decreases 0.77 As consumers may also substitute across car models, our estimates represent a lower bound.

Carrot or Stick? Modelling How Landowner Behavioural Responses Can Cause Incentive-Based Forest Governance to Backfire

Mitigating the negative impacts of declining worldwide forest cover remains a significant socio-ecological challenge, due to the dominant role of human decision-making. Here we use a Markov chain model of land-use dynamics to examine the impact of governance on forest cover in a region. Each land parcel can be either forested or barren (deforested), and landowners decide whether to deforest the...

By carrot or by stick: cognitive reinforcement learning in parkinsonism.

To what extent do we learn from the positive versus negative outcomes of our decisions? The neuromodulator dopamine plays a key role in these reinforcement learning processes. Patients with Parkinson's disease, who have depleted dopamine in the basal ganglia, are impaired in tasks that require learning from trial and error. Here, we show, using two cognitive procedural learning tasks, that Park...

The Carrot or the Stick: Rewards, Punishments, and Cooperation

Many institutional arrangements suggest that punishments and rewards each play a separate role in providing incentives. In New York City’s recent negotiations with its teacher’s union, for instance, the city sought a contract that would strengthen school principals’ ability to assign teachers to be cafeteria monitors, in part because this allows them to punish underperforming teachers. The cont...

Hunger: The carrot and the stick

Figure 1: Regulation of food intake by negative valence and positive valence appetitive systems, visceral aversive pathways, and the relationship with homeostatic deficit. Negative valence appetitive systems (e.g., AGRP neurons) are under homeostatic control, but AGRP neurons are rapidly inhibited by cues that predict food, thus consumption is associated with the positive valence system. Positi...
